2686 Sealed Bids or Proposals in duplicate, addressed to the Board of Estimates of the Mayor and City Council of Baltimore, marked for Resurfacing Franklintown Road from Edmondson Avenue to Poplar Grove Street and Caton Avenue from Benson Avenue to Frederick Avenue, City of Baltimore Contract No. 2686' will be received at the Office of the Comptroller, Room 204, City, Hall, Baltimore, Maryland until September 1, 1982. Also, the Bidder's attention is called to the Standard Federal Equal Employment Opportunity Construction Contract Specifications (Executive Order 11246) which is 8 part of the Contract Proposal. All of these activities shall be done in accordance with Title VI of the 1964 It Civil Rights Act, as amended, is the goal of the Bureau of Highways for Baltimore City that Minority Business Enterprises participate in all Federal-Aid Contracts. THE CONTRACTOR SUBMITTING THE LOW BID ON THIS CONTRACT WILL SUBMIT THE APPROPRIATE SCHEDULE OF PARTICIPATION OF MBES AND MINORITY CONTRACTOR PROJECT DISCLOSURE AND PARTICIPATION STATEMENTS as stated in the Proposal. The proposed Contract Documents may be examined without charge, at the office of the Bureau of Highways, Third Floor, Municipal Office Building, Baltimore, Maryland on and after August 6, 1982, and necessary copies thereof may be obtained on payment of Twenty-five Dollars (25.00), for each copy, which payment will not be refunded.

Each bid must be accompanied by a Certified Check of the Bidder or a Bank Cashier's Check or a Bank Treasurer's Check drawn on a solvent Clearinghouse made payable to the Mayor and City Council of Baltimore, or a Bid Bond executed on the form as provided in the Bid or Proposal for an amount which is determined by multiplying the Total Bid submitted by two percent and rounding the result to the next highest Five Hundred Dollars The successful Bidder will be required to give Bond in the amount of the 'Contract Price'. The Board of Estimates reserves the right to reject any and all bids waive technical defects if in its judgment, the interest of the Mayor and City Council of Baltimore, may so require. The Cost Qualification Range for this work shall be $250,000.00 to $500,000.00. Contractors whose capacity rating does not meet the lower limit of the Qualification Range may obtain Plans and Proposals marked 'Not for Bidding Purposes'. Prime Contractors whose capacity rating is equal to or greater than the lower limit of the Qualification Range must also have a capacity rating equal to or greater than the bid they are submitting. LEGAL NOTICES (265) NOTICE OF PUBLIC HEARING Maryland Department of Transportation State Railroad Administration Notice is hereby given that a public hearing will be held by the Maryland Department of Transportation, State Railroad Administration at the Linthicum Elementary School, Media Center, Camp Meade Road (Rt 170) and School Lane, Linthicum, Maryland at 7:30 p.m. on Tuesday, August 17, 1982 for the purpose of considering a project for which financial assistance is being sought from the Urban Mass Transportation Administration pursuant to the Urban Mass Transportation Act of 1964, 88. amended, generally described as follows: Purchase of three (3) rebuilt locomotives and ten (10) rebuilt passenger coaches to replace the currently leased equipment used in the Conrail commuter rail service between Baltimore, Maryland and Washington, D.C.

The total estimated cost of the project is $7,700,000 with financed by the Federal government and by the Maryland Department of Transportation. No persons, families or businesses will be displaced by this project. The project will not have a significant environmental impact upon the area. A Class 2 Categorical Exclusion has been requested. The project is in conformance with comprehensive land use and transportation planning in this area.

The project is currently under review by the A-95 clearing louse agencies for the state. All coaches will have accessibility modification with three (3) coaches being fully accessible to the handicapped. All interested persons or agencies will be afforded the opportunity to be heard at the public hearing with respect to the social, environmental and economic aspects of the project.
